Summary: 

The project will offer excellent bandwidth, satellite-based e-health services to healthcare professionals and hospitals to decentralize medical care and improve communications within the telemedicine network.

Key program components: 

The project offers satellite-based broadband internet services that can be rolled out quickly, and need only a minimum of communications infrastructure (a dish, a modem and electricity from solar panels or wind turbines where necessary) to hospitals and can cover a whole country.

The technical solution to be introduced includes three types of e-health services:

  • Medical e-Learning will provide continuous training for healthcare professionals in rural settings.
  • Clinical e-Services will link dispensaries and treatment centres to central medical centres to provide assistance for diagnostics and the treatment of patients.
  • Computerized health management system to manage patients’ files and collect medical data that may monitor epidemics such as AIDS in Kenya and malaria in Senegal.

Two pilot sites have been selected to test the project deployment: hospitals in the Tambacounda region of Eastern Senegal, and the Kajiado District Hospital in Kenya. The latter employs four doctors and 62 nurses for a population of 630,000 people. The SAHEL partners will be working with healthcare professionals and centres of excellence that provide medical care adapted to the targeted environments. NGOs will be part of the program as they will help implement, monitor and assess the activities in the field.

The project is scheduled to last 18 months.
