Summary: 

In West Bengal 49.27% deliveries take place in health institutions, and there is an uneven distribution of public sector health care facilities. In order to provide adequate care, contracting with accredited health care facilities was initiated in West Bengal.

Program goals/rationale: 

This scheme was launched to reduce the incidence of maternal mortality and morbidity. The specific objective is to increase number of institutional deliveries by partnering with private sector facilities empaneled against certain pre-determined criteria and to ensure quality of service delivery in the private sector facilities by stringent monitoring and supervision.

Key program components: 

Healthcare facilities meeting the specified standards are empanelled for providing obstetric care to families below poverty line and specified category of population (scheduled caste and scheduled tribes).

The hospital will be reimbursed on the basis of fixed rate (INR 1515) by government for each delivery conducted and payment is made in a batch of 100 deliveries. The cost for investigations as found necessary by the doctor concerned would be provided at prescribed rate by government.

The private provider maintains the list of all pregnant women of below poverty line and specified category of population in her work area and update regularly. Auxillary Nurse and Midwife (ANM) posted by government shall ensure administration of Tetanus Toxoid and three antenatal check-ups, provide Ayushmati vouchers, creates awareness about Ayushmati scheme, encourages for post-natal check-up and immunization of new born. In addition, she shall give Janani Surakhsa Yojana and explain the Aysuhmati Scheme and provide details of nearest empanelled facility.
