China's Rural Mutual Health Care (RMHC) is a partially government-subsidized voluntary health insurance plan that aims to reform the Chinese health care delivery system at the village level. The RMHC has been implemented with thorough evaluations to understand exactly the impact that health insurance has on rural farmers' health care use, willingness to pay for insurance, risk protection, quality of care.

The project pays $2.50/person/year. Farmers select one of three packages and pre-pay $1.50 to $2.20/person/year, depending on the package. The very poor are fully subsidized. RMHC is run by partial self-governance of the farmers through village committees and town board, and through the government's regulation and supervision of performance of the in-network providers.
