Comboni Hospital Health Plan is a facility based health insurance project that undertakes health education, prevention care for malaria, nutrition, hand washing, safe water and hygiene, and first Aid

Program goals/rationale: 

The scheme strives to create affordable and quality health care to its members and to improve revenues for the health care provider.

Key program components: 

The scheme members of the Comboni Hospital Health Plan are trained about on-time premium payments and its importance. They are encouraged to pay their premium dues by the 15th of each new quarter.

The health plan offers out-patient services, hospitalization at the health center, in-patient services including general nursing care and operations as well as HIV/AIDS care such as free testing and counseling. The scheme also incorporates care for opportunistic infections.

A quarterly premium fee of Ug.shs 20,000 (US$ 8.33) is payable for a family of four or less while additional members are each charged Ug.shs 3000 (US$ 1.25); in addition, co-payments of Ug.shs 2000 (US$ 0.83) for out-patient services and Ug.shs. 3000 (US$1.25) for in-patient services is payable to the hospital cashiers to control for over utilization.

The scheme members are given statistical feedback on services utilization monthly while statistics on membership and finances are prepared quarterly.

Program history: 

Comboni Hospital Health Plan (CHHP) is a provider-based scheme that started in 2002 with help of Health Partners Uganda Health Co-operative and it covers the community around Comboni hospital catchment areas. The scheme whose member composition is mainly local community people and company employees is also registered by UCBHFA.
