Provide training of the person with visualy impaired (VIPs) on oriantation and mobility and daily living skill, Link VIPs with financial institution following Income Generation Activities (IGAs) , Social inclusion of VIPs through family Counseling, awareness meeting and sensitization, Establish the rights of VIPs through Self Help Group of Blinds.
Replication: 
VARD mainly works with and for the landless, destitute and vulnerable people in Sylhet, Moulvibazar, Sunamgonj and Habiganj districts in Sylhet Division . VARD also implements development activities in Comilla district under Chittagong division and Dhaka, Norsingdhi, Gazipur , Mymensingh and Netrokona districts under Dhaka division.
Scope: 
Community Based Rehabilitation (CBR), diagnostic services and health program at villages levels.
Summary: 

The goal of CESP is to contribute to the reduction of avoidable blindness and to promote social inclusion of Visually Impaired (VI) people in the program areas.

Key program components: 
  1. Provide out door patient services on eye care management
  2. Perform cataract surgery implanting Intra Ocular Lens (IOL) using Small Incision Cataract Surgery (SICS)
  3. Detection of early childhood blindness and pediatric Cataract Surgery through referral and subsequent follow up
  4. Perform Minor and major surgery; Decro Cysto Rinostomy ( DCR), Decro Cystectomy (DCT), Glaucoma surgery, Excision of Pterygium, Abscess drainage, Dermoid cyst. excision, Incisions and curettage chalazion, Foreign body removal, Removal of stitches, Stye drainage
  5. Provide medicine without cost
  6. Post-operative care and follow-up service
  7. Urine and Random Blood Sugar (RBS) test
  8. Provide best correction on refractive error
  9. Assessment of Low Vision and provide devices for the people with Low Vision (LV)
  10. Reduce childhood bliendness
  11. Ambulance service
Program history: 

Voluntary Association for Rural Development (VARD) is a national Non-Government Organization (NGO), established in January 20, 1988 with the initiative of founder and Executive Director and former UN volunteer Mr. Amranul Hoque Kamal. VARD runs major part of its integrated development activities from Sylhet Office, located in the divisional headquarter of Sylhet division, northeast part of the country. VARD also implements project’s activities and maintain communication and liaison with donor agencies and other related organizations from Dhaka Office in the capital city of Bangladesh.
