Summary: 

The Contracting for Health Services Pilot Project (CHSPP), designed and implemented under objective 3 of the Basic Health Services Project (BHSP) from 1999 to 2002, tested the hypothesis that governments can deliver health services more effectively and efficiently by administering contracts to non-governmental entities for services.

Key program components: 

The project piloted two contracting models for health service provision, allowing for a comparison of two management styles: contracting out in Mamut (where it recruited, managed and trained all district health staff), and contracting in in Cheung Prey (where is trained and managed the district health staff already employed by Cambodia's Department of Health).

In addition to achieving increases in health care coverage, the contracting out districts saw a very substantial decrease in out-of-pocket spending by the poor, with a reduction over baseline of 70%.
