The Cotabato Health Insurance Program (CHIP) is a wrap-around social health insurance project. It is a kind of health care financing which does not depend solely on government subsidy.

Program goals/rationale: 

The program aims to provide better financial protection to its constituents in times of hospitalization.

Key program components: 

Cotabato Health Insurance Program (CHIP) is patterned after PhilHealth in terms of membership, premium structure, benefits package, claims processing, and fee-for-service provider payment. It also adopts a cost-sharing scheme between indigent members, the barangay, concerned local government unit, and the provincial government. Moreover, CHIP will provide and implement an applicable health benefit package to poor constituents of the province.

There are three membership structures:

A1 for indigent families with a premium of Php 1,200 ($28 USD) receiving sponsorship from the barangay, municipal, and provincial Local Government Units (LGUs)

A2 for indigent families which cannot be accommodated by the LGUs with the same premium rate partly sponsored by the province

B for nonpoor members at a premium of Php 1,600 ($38USD)

Membership to PhilHealth is a pre-requisite for membership to CHIP. The program is composed of both indigent and non-indigent members, with a maximum coverage of Php 150,000 ($3,540 USD).

Program history: 

In 2008, the Cotabato Provincial Government introduced this province-wide social health insurance program.
