Summary: 

The Ethiopian Community-Based Health Insurance scheme will cover all family health services and curative care that are part of the Essential Health Package in Ethiopia.

Key program components: 

The scheme will be financed through the premiums paid by the community members. Health coverage will be free for indigenous populations and the poorest 10% of each community through a government subsidy. Payment mechanisms will vary by region. All services will be provided by accredited health facilities, both public or private.

Curative services will include inpatient and out-patient services and acute illnesses. The scheme will be piloted during the first two years of implementation. Once scaled, the scheme plans to cover 85% of the Ethiopian population.
