Program activities are primarily carried out through seven FLAME centres, a main centre with capacity for 150-170 children in Bac Giang City, which serves as the Training Centre, and six district centres, with the capacity to serve about 80-90 children each. Together, the seven FLAME centres act as the primary venues for all medical, social and educational services available for disabled children.
Supporting the centers are ten Community Based Rehabilitation (CBR) District Coordinators (responsible for 10 districts, including 229 communes), who play the pivotal role of facilitating relations and communications between the families and the public services (grouped in the FLAME Centres). The Coordinator makes sure that all families seeking services get proper attention and that information from the centres reaches all intended families. The Coordinator is also the primary contact point with the system of University and Research Institutes, as well as firms producing aid tools/services, ensuring that the latest research and product innovation addresses real needs.
Finally, at the grassroots level, the community has more tightly encircled the families of disable children. This is achieved by several means: (1) the efforts of families themselves, who create organisations (from self-help to handicraft workshops) to support their actions; (2) the guidance of CBR District Coordinator in involving all actors in the process; (3) the involvement of the schools, which have started admitting disabled children; and finally, (4) the implementation of Information and Sensitisation Campaigns aimed at increase the awareness of the whole community (including potential employers of the disabled and their relatives) about the benefit of social and economical integration of the disabled into the society.
Additionally, the project conducts Training and Capacity Building activities for trainers focused on addressing the needs of disabled children with FLAME techniques and methods. These trainers go on to train the staff of the Centres and other health experts of the Province.
