Summary: 

Innovations In Sexual and Reproductive Health Financing aims to enhance the accessibility, affordability and quality of sexual and reproductive health services in health centers in Cambodia through the application of performance-based payment and voucher schemes to incentivize health care providers to provider better service and to facilitate poor and vulnerable groups in better accessing health services.

Key program components: 

MSI-C in cooperation with local health providers identify the solvable constraints potentially contributing to the poor quality of service delivery at health centers. The MSI-C focal teams accordingly conduct training courses to enable health center staff to comprehensively deliver sexual and reproductive services for clients, mainly those in reproductive age.

In addition, MSI-C organizes training courses, facilitating the related training courses conducted by government staff through the provision of financial support for training course arrangements. MSI-C financially incentivizes health providers through performance-based payment which allows health providers to top up their extra revenues from work in addition to their government wages. The amount of financial incentive paid to health providers is in proportion to the key required indicators of service delivery outputs set in the contract between health providers and MSI-C.

On the demand side, voucher schemes for sexual and reproductive health are implemented to facilitate the poor and vulnerable groups to access health care services at health centers. The identified poor are given vouchers that they can use to access free-of-charge health services at health centers. MSI-C pays health providers for all related service fees used by the poor.
