Summary: 

Munno mu Bulwadde, "a friend in sickness" in the local Ugandan dialect, is a community health insurance scheme that operates on a family membership basis where once a member joins the scheme, the rest of his family members are included as well.

Key program components: 

Every family is issued one insurance card bearing the names of all members of the family while the another card is kept by the service provide to control for fraud.

Community members pay a fee of US$2 per year to receive coverage. Co-payments vary by sub-scheme. Co-payments may range from a flat co-payment of US$3 for outpatient care to US$15 for inpatient services. The benefits package includes outpatient care, inpatient care, subsidized ambulance services as well as HIV/AIDS care that covers opportunistic diseases and infections but not ARV drugs. Members make co-payments and every family is covered for one episode of illness. To ensure coverage for another sickness, the family has to reimburse the first credit given to avoid accumulation of debts.

Service providers sign collaboration contracts/agreements to participate in the insurance scheme. There's an annual follow up to review these collaborations while a support agency, SHU, conducts sensitization of the medical staff. The service providers are paid for the services offered on a monthly basis after the prepayment cashier presents the monthly bank statements and claims invoices to the insurance members during the monthly management board meetings.
