Summary: 

PESO for Health - part of Bayawan District Hospital‘s Healthy Lifestyle Program - is an affordable health insurance scheme aimed at serving the poor and generating funds for the community. It providers a financial instrument for cashless access and utilization of outpatient and outreach services.

Program goals/rationale: 

A significant portion of the poor population in rural areas is not covered by the national social insurance. This can be attributed to the unstable enrolment system by local government units (LGUs). Given the high level of out-of-pocket payments during admission events, micro-insurance was used as a coping mechanism to finance their health care needs.

Key program components: 

As a social health insurance program, each household pays a monthly fee based on their income category. Individuals within Category A, pay P1 and have access to benefits of up to P200 to cover the cost of medication. Category B has a monthly contribution of P5, witha maximum benefit of P1,000 for inpatient cases and P200 for outpatient consults. Category C has a monthly contribution of P10, with benefits of P2,000 for hospitalization and P200 for outpatient consults.

Services under the PESO for Health Program include family planning services, maternal and child health services, emergency transport services, essential drugs for IMCI, micronutrient supplementation, TB-DOTS, diabetic screening and newborn screening.

As of 2006, 1,853 members have availed of the services. Specifically, 491 members are from Sta. Catalina, 1,172 are from Bayawan City and 190 are from Basay.
