The Government of the National Capital Territory Delhi (NCT Delhi) has proposed to develop new imaging diagnostic facilities within several state owned and managed hospitals through a Public Private Partnership with the objective to provide access to high quality advanced diagnostics facilities at affordable price to the population of Delhi.

Key program components: 

The Department of Health & Family Welfare, Government of NCT Delhi, has decided to undertake development and operation of radiology imaging diagnostics facilities in all state-run hospitals through a PPP. Proposals have been invited from private providers with specified criteria for developing diagnostic centers (e.g., design, procurement of equipment and other items, installation, commissioning and operation and maintenance). These centers would operate 24 x 7 and provide services free of charge for at least 20% of patients (those coming from BPL category). The concession period would be 10 years.

A two stage bidding process has been adopted for the development of this project. First, a Request for Qualification (RFQ) would be issued and proposals would be invited from interested providers. Proposals meeting the qualifying criteria would then be subject to an evaluation of technical experience. A financial bid is the final criteria for selection.

The principal concept of this endeavor is that a selected private partner would setup advanced diagnostic imaging facilities at all identified hospitals within the Zone under consideration. The few existing machines currently being operated by GNCTD in the hospitals would be transferred to the contracted private partner for operations and maintenance. The private player would be required to replace the machines when necessary during the tenure of the concession and would hand over these machines to the government at the end of the tenure. The private partner would provide free investigation services to BPL patients or such beneficiaries as identified by GNCTD from time to time. To all other patients, the provider would be required to deliver affordable services at pre-determined rates. Furthermore, the private provider would be responsible for arranging transportation for patients who need to be transported to the participating hospitals for care.

This project was conceptualized after studying similar models in Rajasthan and Andhra Pradesh. Feedback Ventures had been identified as the Transaction Advisors for the project. The terms and conditions are not yet finalized, but will be presented in Request for Proposal.
