Summary: 

The Provincial Health Insurance of Negros Oriental (PHINO) was created by the late Gov. Emilio Macias, a physician by profession, with the aim of giving free health insurance to indigent residents of the province.

Key program components: 

PHINO is a premium cost-sharing scheme initially funded by the provincial government of Negros Oriental. Both the provincial government and local government units give their own counterparts as contribution for health insurance for the poor.

An initial P25-million ($591,981 USD) funding from the Provincial Capitol has been allocated for the five-year program, which is targeted at 30,000 members, mostly from indigent families. Under this scheme, members are asked to contribute Php50.00 ($1.18 USD) every month or P600 ($14.20) annually and can avail of various services to include major surgical procedures.

Employees from private companies can also avail of PHINO but their membership contribution would be based on the salary grade equivalent of a government employee’s salary. In addition, members can be a member of both Philhealth and PHINO. At present, the provincial hospital is the only accredited hospital by PHINO.

The following hospitalization health services shall be covered by PHINO:

  • Room and board

  • Pharmaceutical

  • Diagnostic procedures

  • Professional fees – physicians (specialists, surgeons)

  • Surgical procedures

Currently not covered by PHINO are out-patient services such as:

  • Dialysis

  • Chemotherapy and Radiotherapy

  • Emergency out-patient surgical procedures
