Upscaling: 
SMPP decided to increase the number of model union from current 9 to 14. Based on the criteria, 5 unions from 5 Upazilas were selected as new model union and the facility assessment of 5 H&FWC in these unions was jointly done by the upazila level managers and SMPP staff.
Summary: 

Safe Motherhood Promotion Project (SMPP) aims at improving health status of pregnant and postpartum women and neonates in the targeted district during four years of implementation and envisages replicating good practices proven in Narsingdi to other districts.

Key program components: 

Safe Mother Promotion Program involves creating a Community Support System (CmSS). The CmSS is a mechanism for establishing enabling environment to prevent maternal and neonatal deaths in the community by the community people. The members of CmSS stated that since formation of the CmSS in 2008 the group registered 121 pregnant women in their locality. More than half of them had a delivery at health facility and there was no maternal death up to the present.

The group identified pregnant women and monitored their condition through house visits and recording the information using social mapping. In order to ensure safe delivery for poor pregnant women the CmSS started collecting funds and arranged emergency transport.

The members of CmSS group organize Birth Planning session with a pregnant woman and her family to raise awareness on safe motherhood.

Program history: 

Japan International Corporation Agency (JICA) supported Safe Motherhood Promotion Project (SMPP) is one of those community based innovative implemented in two Upazilas (Monohardi and Raipura) of Narsingdi district. Initiated in July 2006 as a pilot project of the Government of Bangladesh, the initiative of SMPP is very much soiled within the community through a built system named Community Support System (CmSS), which provides amiable environment for the mothers and neonates during prenatal, natal and post natal period. The system gathers the community financial (money) and physical resources (transport, blood donors, and attendants) for the sake of the mothers’ wellbeing. The communities identify the leaders of CmSS for its operational management. CmSS is designed to create an enabling environment at the family and community level to ensure services to pregnant women throughout the pregnancy period and timely referral to appropriate facility for emergency obstetric care. This is a community led approach for collective community action to support a woman in need of Emergency Obstetric Care (EmOC) for timely shifting to the facility. The evidence of success of the CmSS approach is reflected in its project monitoring data which shows an increased trend of met needs of EmOC in the project areas.
