Summary: 

SHINE is a multi-functional and synchronous system that attempts to facilitate the tasks of health service delivery networks using mobile phones and internet.

Key program components: 

SHINE is an electronic health information and referral system based on mobile phones and the internet. SHINE is accessible using Java enabled mobile phones and computers connected to the internet. It is readily deployed in areas with wireless broadband, 2G/3G and GPRS connectivity. Its key features include the 4 "Rs": recording, reporting, reminding and referral; with the security of patient records at the core of the system.

The 4 “Rs” and their accomplishments are:

  • Recording: The SHINE system converted the daily routine of health workers in recording patient records in logbooks into an electronic format. Clinicians input patient consultation records online or via mobile phone. These records can be accessed anytime and anywhere through a PC connected to the internet or a mobile phone. Through SHINE, the time spent in doing patient records manually is minimized. Patient records are also standardized, thus avoiding duplication. The system can record up to 200 million patients. At present, SHINE has input about 25,000 patient records.
  • Reminding: Patients can be reminded via SMS using the system. For instance, the system can calculate the projected pre-natal visit of the patient. SHINE users can send automated SMS to the patient depending on how many days they want the reminder to be sent.
  • Reporting: Reports can be auto-generated by the system.
  • Referral: Patients can be referred to other facilities for appropriate care with the recommendation of the attending physician. At the same time, records can also be readily transmitted in case a referral is needed. Forms are to filled-out electronically. The facility that will receive the referral has three options: accept, decline or ask for more options.

The system is currently being piloted in Iloilo Province, with the potential of being scaled up nationwide.
