In order to provide health care to its constituents, the municipality of Bindoy in Negros Occidental implemented the Bindoy Municipal Health Insurance scheme, which aims to enroll all of its constituents, especially the poorest, in PhilHealth.

Key program components: 

Households are asked to pay for their premium in the second year of their enrollment, thus enticing them to join the insurance. Premium payment for the second year is Ph60 per year; and Ph120 for the third year. This social insurance scheme also accepts payment in kind (some in form of service to be able to cater to those who cannot afford to pay). This is to discount the idea of dole outs in the municipality. For every beneficiary that the local government unit (LGU ) enrols into the National Health Insurance Program, it earns a capitation fund of PhP300. As a result, Bindoy has been earning PhP1.5 million per year, which it re-channels for the purchase of hospital equipment and medicines that further improves health care delivery.

As of 2008, almost 77% of the needy are enrolled, health facilities and the quality of health providers have improved, RHU income has increased, and the gate-keeping role of the RHU has been enhanced. Also, utilization of preventive care is higher than curative, and this may be attributed to the improved health seeking behavior of the constituents entailed by their membership to the social health insurance scheme.
