PSI’s nation-wide Sun Quality Health social franchise network contributes to Laos’ national TB program by increasing case detection rates. PSI’s network or private providers screen patients, offer referrals, and assist patients with TB in completing the full course of TB-DOTS treatment.
Key program components
Doctors in the Sun Quality Health network are licensed private General Practitioners (GPs) with pre-existing clinics who demonstrate a positive attitude towards quality and equity in health care. Recruitment commenced in February 2011, and there are now 75 clinics operating within the network. Doctors, trained in TB treatment and Family Planning, are able to provide 5-year IUDs. 10% of service costs were paid out-of-pocket, and 90% were free of charge. Networked private providers screen patients, offer referrals, and assist patients with TB in completing the full course of TB-DoTS (directly observed treatment, short-course treat- ment). They also offer access to family planning services on-site. Quality assurance and performance monitoring methods include annual site visits, periodic clinical audits, client exit interviews, client focus groups, provider surveys, and mapping studies. The findings of these assessments are used to organize refresher trainings for providers. Sun Quality Health Network served 17,460 clients and recorded 40,342 visits in 2012.
