Summary: 

In 2002, the government created the Health Safety Net for Poor Families (Jaminan Pemeliharaan Kesehatan Keluarga Miskin/JPK Gakin) program which is defined as a health care insurance system for poor families in the DKI Jakarta province.

Program goals/rationale: 

In principle, the JPK Gakin program is aimed to help the poor and disadvantaged community when seeking medical treatment in hospitals in all areas of DKI Jakarta.

Key program components: 

This program is provided using insurance principles or Community Health Care Insurance (Jaminan Pemeliharaan Kesehatan Masyarakat), and applies a cost and quality control system where the premiums are paid by the Provincial Government in DKI Jakarta. The people who qualify for JPK Gakin are the poor community that fit a certain criteria measured by the Center Bureau Statistics (CBS).

There are six criteria which the poor are qualified by: their house space (4 meter square), being unable to pay for treatments, not being capable of independent family planning, earning less than Rp. 600,000, presence of an illiterate family member 15 years old and above, and presence of a family member who dropped out of school.

Through these six criteria, the CBS verifies and determines if the person is qualified to become a JPK Gakin card holder. If the person already has a JPK Gakin card they are entitled to free health services, but this is different from the community that is unable to provide for themselves.

There are 85 hospitals that are serving patients in the province of DKI Jakarta, which is divided into five regions: Central Jakarta, North Jakarta, South Jakarta, West Jakarta and East Jakarta. This figure includes public and specialized hospitals.

Through this program, the poor and disadvantaged community in DKI Jakarta do not have to be afraid of getting sick because there is health insurance financing provided by the local government of DKI Jakarta.

This program will continue to operate in accordance with the laws SJSN No. 40, year 2004, section 17, fourth item, concerning the National Social Security System (Sistem Jaminan Sosial Nasional/SJSN), in which the contribution of this system is that the government will pay for the poor and disadvantaged community.
