In August 2008, The Tanzania Youth Alliance (TAYOA) entered into a 5-year cooperative agreement through the US President’s Emergency Plan for AIDS Relief (PEPFAR) under the Centre for Disease Control and Prevention (CDC Tanzania) for the scale-up of Youth HIV Prevention through its National AIDS Hotline and Behavior Change Communication in Tanzania. TAYOA operates a national (117) Afya AIDS Helpline that counsels up to 1,000 callers a day. Individuals can call the helpline toll-free by dialing 117 and access free HIV/AIDS information, counseling and referral services. Information is provided anonymously and confidentially. The helpline has 8 lines to serve the public with information recorded across two databases. The first database records all incoming call statistics (call duration, time of call, call status etc.. (The caller’s number is not recorded.) The second database is filled by each counselor using an intranet web page. This database records specific information about each call counseling. The counselors obtain information from two sources: electronic information from the intranet database and a hard copy reference. In addition to the helpline, community outreach is performed to promote abstinence until marriage, monogamous relationships, and avoidance of unhealthy sexual behaviours among youth in the the country.
