Summary
The FINCA Uganda-NHHP (Nsambya Hospital Healthcare Plan) health insurance scheme is a partner-agent model covering inpatient, outpatient, diagnostic tests, and medications.Program goals
NHHP operates a semiautonomous unit of Nsambya Hospital in Kampala with a professional management team. FINCA (a microfinance organization) provides them with access to its clients with the objective of improving borrower retention and portfolio quality through better health.
Key program components
Finance—premiums from clients. However NHHP has donor back up to cover both operational costs as well as claims loss deficiencies. Basic premium is $46.70 (4 persons on an average or $11.68 per person) Co-payments are $0.66 per outpatient and $1.33 per inpatient. There is a 90.7% coverage of average medical costs. NHHP uses a full time doctor/administrator for the plan. Staff nurses in the hospital inform and track the insured, track care data and provide health care education. all clients have to seek medical care from specific providers at the Nsambya Hospital. Covers in and out patient, tests, medication, basic dental and basic optical. Excludes continuous medication for chronic diseases, self inflicted issues,addictions, elective surgery, hearing, sight and dental appliances. The voluntary health insurance product is available to all FINCA Uganda clients. The client can add up to three other members of the household. Other family members can added for an additional cost. The policy covers inpatient up to US$44 per visit, outpatient up to US$8 per visit, diagnostic tests, and medicines (as of December 2000).
